It’s not present on my Windows XP Mode installation, but after a bit of looking around, the only thing that seems to use it is a utility called “SRB2 Doom Builder” (e.g. here, line 5)

I am sure there is nothing related to Doom on my box here. Perhaps some other software is using that library. :confused:
