Has the slowdown only started recently, was it a sudden thing?
What's your advertised speeds meant to be?
I had a similar problem with my (cable) speeds awhile back, couple of calls to my cable co. and I found out the problem was at their end and it was being worked on.
A call to your ISP would at least tell you if it's something on their end, or something at your end that you need to troubleshoot. Failing that, my own ISP/cable co. has a service status page, if AOL have one and your speed permits, perhaps a visit there may uncover something.
