Why exactly does a disc drive freeze the PC when encountering unreadable sectors?

I have already asked the question, but apparently, I was not sufficiently clear:

Why does the drive freeze programs on the PC when attempting to read damaged sectors? Why have the engineers not found ANY different solution?

Damaged sectors and on some drives also spin-ups (if the disc drive does not support reading data during rotation speed changes) do freeze the drive.

The reading (recognition after insertung) of the disc however only produce this error: 02 / 04 / 01 LOGICAL UNIT IS IN PROCESS OF BECOMING READY
