Where to download Plextools 1.17?

It seems we can only download the upgrade from Plextor.

FAQ -> My American Plextor drive came with Plextor Manager software but I want the European PlexTools software! Plextor Europe only offers upgrades, can I get the full version somewhere?

Get one of those there and then just update it with the v.1.17
or simply try studying the forum’s content, since this Q has been answered many times.

Get PlexTools v1.15 Full from here:
http://rebirth.cdrsoft.cc/modules.php?name=Downloads&d_op=viewdownloaddetails&lid=723&ttitle=PlexTools_v1.15

Then install the 1.17 update which you can download from www.plextor.be
