What easy program can I use to make a DVD with non-permanent subtitles?

I’m trying to find a way to add non-permanent subtitles to a DVD?

Here is what I have:
mpg2 video file
ac3 audio file
text subtitle file

(Don´t forget to use SupRemap to change the Sub colour of the IFO, or else your movie is gona have green subs or green squares.)

Why do some DVD’s have permanent subtitles ?. When I play the DVD I cannot turn the subtitles off. In my case the subtitles are in Dutch. The menu on my DVD player indicates that the subtitles are set to “off”. If I make a backup how can I make the copy so that the subtitles can be switched on or off at the DVD player ?.
