only a handful parties are known to the commoner the rest is preferential fill-up to be able to shop a majority.

That is a ridiculous ballot. With that many parties do they have a runoff system in place? That is where they take the top five or ten and have another election. Then take the top 2 and have a runoff. This way the ultimate winner has to get over 50% of the vote in a final election to win. Here in the USA the state of Louisiana does this for elections other than presidential and it seems to work well.

Also, there needs to be a cutoff as to who can be on a ballot. Again, here in the USA, most states require a certain number of petition signatures be obtained in order to get on the ballot. This keeps the crackpots at bay.
