Wave and mp3 file size

My question is: why when encode MP3 file back to WAV its got the same file size of the original WAV? isnt the mp3 encoding cut off some frequencies?

I dont do it at all (encode mp3 to wav) i know that its useless and i just want to know the technical part of this encoding.

WAV is typically 44.1 KHz sampled 16 bit audio. It uses all those bits regardless of the content. In other words, silence is as big as Van Halen.
