That has to do with IVTC (I assume you’re talking about DVD2AVI). IVTC’ing is the way companies get 24 fps progressive films to display correctly on 60 field per second TV’s. It mixes fields from 3 progressive frames to get 5 frames, but this produces interlacing-like artifacts, which are bad for both computer display, and re-encoding of content. So, this must be removed. The “99%” meter is an indicator of how sure DVD2AVI is that it can properly perform an IVTC on the material.
