Video re-encoding

I have a canon camcorder that records 1080p video at 24 Mbps. I learned that I can’t record that video on a dvd-r as the bitrate is too high. Given that I am starting with a .m2ts file, is there any software that i can get to re-encode the video to a slightly lower rate (18Mbps +) without a significant loss in quality? I have made enough coasters to determine that 18 - 20Mbps will work.

Thanks, Steve

Thanks you for your help. I discsoverred Encore allows you to set the bitrte and I can now encode perfect disks. This forum rocks !!!
