What type of video are your sources (eg MPEG2, MPEG4) and in what file containers (eg .mpg, .avi)?
MPEG Video Wizard has strengths in inserting bits of MPEG2 video, making transitions between them, and adding text titles. It also has a very fast scrubbing (fast-forwarding using a slider) to find the exact video edit point.
You work on a timeline and there are separate audio and video tracks to edit. There's a more expensive DVD version which does all the authoring for you, but maybe not necessary.
