What media are you using? When I first tried different types of RAM media I found that if the media was incompatible with the drive and I would get that exact error. In my case the media was in a cartride and the write protect tab was definitely not in the protect position. To make a long story short the media was simply incompatible with the drive.
Interestingly enough, while Windows XP attemptig a DOS format would report that the drive was protected, InCD doing a UDF format would report that the media was not compatible.
My particular combination was a Panasonic (Matshita) SW-9574C (which takes both cartridge and bare media) and Hotan double sided media which simply would not work in my drive (at least not with any consistency) or my standalone burner either for the matter (also Panasonic).
