this is driving me crazy
i’m the admin and i checked all security related problems
none helped

What OS are you using? If it is Vista you have a permissions problem as even a user with admin rights runs in limited rights by default. Disable the User Account Control (UAC) option in Vista. Open up Control Panel, and type in “UAC” into the search box. You’ll see a link for “Turn User Account Control (UAC) on or off”. You can turn it back on the same way if you desire to maintain the security this provides.

thnx for the help man
but the system window in the post is very obvious to be xp
and the system finally totally crashed so i had to reinstall
thnx any way

Check your optical drives in Device Manager.
Often Upper and Lowerfilters in the Registry will cause them to be disabled with and exclamation mark with an error code on the drives in Device Manager.

Should that be the case, the Registry would need to be edited to remove the entries that are responsible for the issue.

Microsoft has the instructions to correct this issue as well as a download which provides a one-click solution.

The download is called Gudied Help Fix.

really thanks a lot Nemesys
the system deteriorated until it came to ultimate crash
so i reinstalled windows with no losses
