Check your optical drives in Device Manager.
Often Upper and Lowerfilters in the Registry will cause them to be disabled with and exclamation mark with an error code on the drives in Device Manager.
Should that be the case, the Registry would need to be edited to remove the entries that are responsible for the issue.
