I would tend to agree cholla -- Unfortunately, I rather feel that the US is becoming a police state. Slowly, one by one, our freedoms are being threatened and taken away. I'm unsure how the UN could collect these taxes (from citizens), unless through the IRS or maybe your ISP directly. At any rate, I expect if there is at some point a $ 1.50 tax each time you log on to the internet, you will have no choice except to pay unless you want to pay a heavy fine or face jail time. It seems they also want major content providers to pay as well, and I can see that forcing them to pay might be easier and profitable for the UN. With so many nations being on the verge of collapse due to the bad economy, I do think this will be considered in December in Dubai.
