I thought they already did by installing fiber optic. They sure do brag enough about in their commercials, "Time Warners advanced fiber optic network..." I guess the network isn't so advanced as they want people to think.
I guess VOD services are SOL. If all ISPs did this, it would be better, and probably cheaper, to just get a business line. I could blow their cap in no time for any tier as much as I download. And another thing, are they going to install meters for the users or are they going to let people guess how close they are coming to their cap?

Not fair? Ok you advertise "unlimited" plans and now you are bitching and moaning because people are taking advantage of it? And another thing, if most people don't use up much bandwidth, why are you complaining? I mean if it is only a few people, surely those "few" people don't eat up everyone's bandwidth on the entire network. Personally, I think this is all smoke and mirrors for something else and just using this as a cover story.
In the long run, I hope they lose a lot of business.
