The French Government recommends judicial moderation in P2P cases

The Ministry of Justice has provided recommendations to the French judiciary on how acts of illegal file-sharing should be prosecuted and punished. The Government advocates for a measured response that would use the full force of the law against providers of peer-to-peer (P2P) software and uploaders, but leave most downloaders facing only small fines.

Good find platinumsword and very interesting, but if they go ahead with this model, the down loaders will also be facing the full force of the law. Because the down loaders are also uploaders. As they are downloading it’s also uploading the same time.

Really interesting, but I wonder, what would be legal mechanisms for that? Do you know?
