Strange neo5 CD format

I am writing some cdr software and want to see if it can work on a cdr burned with neo5. I burned a test cdr with Neo5 Burning Rom 5.5.4.9. I expect a PVD sector at LBA 16 by looking for the “CD001” string at the sector beginning. But the content looks strange to me over there:

It looks to me that the CDR made by Neo5 burner does not conform to the ISO9660 specs. Or am I missing something here? Anybody knows what happened to the PVD sector of a Neo5 cdr?
