Registration is open until August 26th and the actual testing starts at the 2nd of September. During the beta users can switch at anytime to the last stable version of the Playstation 4, version 2.57. The beta is only possible for master accounts, sub-accounts are excluded from the beta. Also an internet connection is required and Sony has limited the number of beta testers, users that want to join the beta test should join quickly before there are no more free spots.

Although Sony has not released any details on firmware 3.00, some Japanese beta testers already leaked some features of the new firmware. There will be an Events feature that lists all actions of the user. The friend list has been extended to 'communities' and allows to find players with similar tastes and interests.

In 'Now Playing' you can see what members of communities you've joined are playing and easily join in a game. There's also an option to broadcast gameplay to Youtube and to upload 10 second clips to Twitter.

It's likely Sony has also added an improve anti-cheating system and more powerful DRM. Users that want to join the beta can sign up here.
