You'll need a SATA data cable to connect the drive to the motherboard. I'm hoping that you have a SATA port on the motherboard! You will also need a SATA power cable. Many newer power supplies have SATA power connectors as one of the cables. If you do not, then you'll need an adapter to go from a regular four prong molex power connector to SATA.
As for software, there are many free programs available that work very well for burning. You should look at ImgBurn and CDBurnerXP as general purpose burning programs for both cds and dvds.
Many people around here like to use Burrrn for burning audio cds. http://www.softpedia.com/get/CD-DVD-Tools/Audio-CD-DVD-Burning/Burrrn.shtml I just use Imgburn's tool for making cue files then burning to a cd.
If you need dvd-video playback capability look at VLC www.videolan.org or Media Player Classic Home Theater http://mpc-hc.sourceforge.net/
All of the programs I have mentioned are free to download and use.
