Simple editing?

I’d like a suggustion for doing simple editing of DVD material. I have a DVD with 2 musical performances on it & I want to take 1 performance & put it on a separate DVD. TMPGEnc MPEG Editor looks interesting but it requires internet connection for periodic validation. My video PC is not connected so I can’t do that.
I’m using a P4, 2.6G with Windows XP Pro.

This app will open mpeg or (decrypted).VOB files directly and allow you to trim/join into a new mpeg2 program stream This can then be re-authored with any authoring program. I used it to extract a number of music videos from different DVD sources, join them together and create a new DVD.

Before finding this cheap and effective program, I had tried TMPGenc, Adobe Premier and others without much success.
