I noticed my CDs which I keep in a CD case/CD book thing started to get these little dots on them that kinda look like glitter that does not spakle and they don’t come off and the CDs skip a lot. Some are on CDs I have only listened to once but it happened to a lot of ones I listen to frequently. Then I looked throught the case and found little sparkles that might be from the CDs. Is this caused by keeping CDs in a CD case because all the cases seem the same and I need to rebuy a lot of CDs now but I don’t want to unless I can figure out how to keep this from happening again.

storing CDs in a CD case is normally quite safe. I suspect, you got poor quality discs which lose their reflective layer after some time.
