many modern drives support minimum write speeds of 16x. If you have such a drive, you can't do anything about this.
The readability of a CD-R in a given drive is determined by
- the CD writer
- the blank media you are using and
- the write speed
All three parameters are important. And not always is the lowest speed the best.
What you could do is to try blank media from a different manufacturer. I have had good experience wit media made by TY, CMC and Ritek. CMC and Ritek might not last very long, but at least they could be played in my extremely picky JVC CD player. audio CD
For consoles, there might be additional copy protection issues, so you might not be able to make a working backup copy at all.
