I have just asked the price for PX-716UF. It is 230 EUR. Certainly, the PX-740 must be cheaper (it is a mid-market drive!!!). I suppose that the PX-716UFL will be more expensive than the PX-716UF too. PX-716UFL is a great drive, but I certainly do not need it for burning some ISO images of NetBSD and patches for other Unix operating systems I am using here.
On the other hand, most features of PX-716 drives (e.g., PoweRec) are not required when burning CDs/DVDs at low speed. VariRec and Silent Rec look useful, but hardly justify the price for a PX-716 drive.
I have not an "official source" for the price of PX-740 yet, as this device will not be available for sale until last week of august or, perhaps, first week of september. But the Plextor dealer I asked believes that it will be high. They said that its price will be "over 200 EUR", but I hardly believe it if the PX-716 costs 230 EUR.
I am seriously considering buying a PX-740UF drive. I believe that I will have a chance to play with one of these devices in some weeks. I am a bit worried about NetBSD compatibility (it should not be an issue if this DVD drive is compatible with other Plextor drives) and about hardware issues. As this drive has just arrived to the market, there is a chance it will have some serious hardware issues that will be fixed in future revisions. These hardware issues cannot be fixed with a firmware upgrade!
