as all external Philips drives were Liteon based, I think, the SPD3300 should be a Liteon rebadge. According to this link the drive does support DVD-RAM, so it can't be a Benq 165x. My bet is, that this drive is a Liteon SHM-165H6S clone.
In addition, the "Name in Windows" column - SPD3300L indicates a Liteon. Real Philips/Benq are marked with a P there.
Also, Benq 165x and their Philips twins are UDMA2-drives. They are not able to reach 16x speed if installed in external enclosures.
