Permissions for un-activated users are broken

Yesterday I changed my e-mail address. This required a reactivation but the activation mail did not arrive. I was unable to change my e-mail address again or having the activation mail resent without help from a staff member.
Is it possible to fix this permissions problem (so no other users will run into it)?
