Pal to SVCD using svcd2dvd problem

I was wondering if someone here could offer some suggestions on this wierd problem ?

to begin with i know that when converting pal to ntsc if it isnt done right it will freeze and jitter that being said , i was real happy to see my favorite program being upgraded to include pal to ntsc conversion and figure i would try it , and to my surprise it worked pretty well (no jittering and audio was in sync) so i continued using as the beta version from RC1 to now RC8 in between RC6 and RC8 i built me a new PC with some new parts and used some old parts to rebuild my old PC in doing this i formatted all drives .

so here i am with basically 2 new clean PC’s i put my favorite programs back in and i i go to use my newer fater pc to make a movie using pal mpg’s , using the conversion method in svcd2dvd RC8 ( in does it for you) so now i have the VOB’s on my HD ready to burn and just to check it i play it power DVD like i always do and it plays just fine (no jitters) so i burn it to DVD play it in my Phillips 647 and it jitters i play it my samsung dvd player and it jitters i play the burned DVD my PC using power DVD and it jitters ???

things ive tried
1 different media - ritek G 04 and 05 Prodisc and Tayo Yuden (burnned at 4x)
2.Tried with older PC
3.Different version of nero
4.TMPGenc author
5. reinstalling windows with sp1 and without sp2
6.checked DMA modes
7. change IDE cables
8. checked bios
9.reinstalled svcd2dvd and reverted back to RC7

This is only a problem with MPG’s that have a been converted from pal to ntsc if i leave the mpg in pal format it works just fine and if i have a ntsc mpg and leave it as is it works just fine .

what bothers me so much is that before the new build i didnt have this problem but i cant remember if i was using version RC6 or RC7 i know when i put my pc back togther RC8 was out so i downloaded that ive contacted the author and he is working on a new version but i cant help but feel like its not the program but my pc build in some way ?

does anyone have any ideas why it doesnt jitter when i play form HD but once burned to DVD it jitters ?

I think i figured the problem out its the orginal mpgs and how the program converts them …
