Does anyone know how to convert a NTSC dvd to pal?
Not sure what this has to do with NEC drives, so I’d say no, not the right place. 
Converting from one format to the other and keeping the entire DVD structure intact is impossible right now, as far as I know. You can rip just the movie and convert that over, but you won’t have menus. You’d have to make your own. And there is no one-click tool to do this. You’d need to use a variety of other tools, like an MPEG encoder.
Probably a question best asked in one of the software groups.
And actually, I’m sure its been asked and answered before.

Have a read in the Tutorial section. If you want main movie only, see the DVD to DVDR Tute and in DVD2SVCD, just tick the NTSC to PAL box.
