The info you typed in shows the video to be an MPEG2 program stream at screen resolution 720 x 480 pixels, 4:3 aspect ratio, and to NTSC TV standard.
The audio is MPEG1 Layer II at 224 Kbps frequency 48,000 Hz
Basically this means that it is to DVD-Video specification and you could just burn this to DVD without re-encoding the whole lot; providing you don't want to edit the footage any.
There's a free program called DVD Styler which can take the file of yours, put a menu on it, and convert it to DVD folders - no need for the Nero plug-in. These folders can be burned to a blank DVD using ImgBurn, after which they should play.
