Need to burn video file into vcd format

Hi all,
i have to write .wav file or a combination of bin/cue files to the disk. means that all supportive folders (CDI, SEGMENT, EXT, MPGAV, VCD) should include automatically and data should be burned also.
so thnat we can play it in vcd player. can anyone guide me for that ?

WAV is no format for VCD, and cue/bin already includes all necessary info/data.
