MP4 generic vs PS3

I took a look through the forums and couldn’t find an answer to my question so hopefully I’m not posting this in duplication. I love the mp4 h264.aac format, but I’ve noticed that the generic version and ps3 version make slightly different files. When examining the profiles, it seems that the difference is

outfps mode = “3”

I was hoping that someone could shed light on exactly what that was and what it does. If I want to make the “most” compatible mp4 for all my devices, is that the way to go?
