Maybe MS should spend some of this time and energy on securing hotmail accounts so they don’t get hacked and turned into spammers.

They can fix site vulnerabilities but getting users to use strong passwords is difficult. There is almost nothing that can be done if the computer the user is logging in from is already compromised by a keylogger. It helps if the user is not using Windows or IE but shoulder surfing and social engineering works with any platform.
