After a serious registry crash/restore I have no DVDRW drive on this HP DV4000 (DV4170) Laptop. I imagine It should have both a Primary and Secondary IDE controller listed in the Device manager? Flashed BIOS to latest P17 version, tried removing the Primary Controller in Safe Mode and rebooting, but no Secondary. 
Yeah, it doesnt sound good… 
If it wasnt a lap, i would try to disconnect power from that drive, reboot, plug in and reboot again. In this case i think it calls for a good format.
