+R and -R discs are write once media, not rewritable discs, so it is not possible to format them. If you get that message, possible causes are that the drive is damaged (because is not able to correctly identify discs), drive is dirty (dust on the lens can cause mistakes, so the drive is not able to correctly identify disc), or a software error (that sends to the burner wrong commands).
To exclude a software issue, try to use ImgBurn (is free and allow you to run a quick test).
Try also to clean the drive to exclude dust as possible cause.
If you can, try also to install the drive in a different computer, to definitely exclude some sort of software issue in your computer.
Finally, I also suggest to avoid maxell media, because these are rather poor quality discs. In fact, also these discs can be the cause of your problem. Some production batches have a so low quality that the drive is not able to write them at all (this could explain why you are forced to shut down the PC to stop the drive).
a bad batch explain also why you already used these media in past with no problems.
