Lite-On LDW 851S Not reading CD's

the drive isn’t reading audio cd’s at all. However, about 1 out of every 15 attempts it can sometimes pick up this cd with a bunch of drivers on it. No physical evidence of any damage to the drive.
When I insert a disc (CD/DVD) the read light just flashes once and goes off. The drive reads as empty in Explorer.

The drive is detected perfectly in My Computer and all other apps, and Hardware Manager says it is working fine.

he drive just will not read any discs.

OS is WinXP SP2 with all patches.

Regularly scanned for viruses and spyware.

also, when nothing is inserted into the drive and I open the drive in my computer, it allows me to do so, rather than saying “Please Insert CD” (or something like that). And I think I’ve found something else. From the discs I’ve test it seems as if it ONLY READS BURNED CD’S. So, I dont know how to put this, but it DOESNT READ MANUFACTURED (OR PRE-PROGRAMMED per se) DISCS. What does this mean?
