does anyone know whether it is possible to limit the spin-up speed of a Pioneer drive when a blank DVD is inserted?
Have you tried using Nero Drivespeed? http://www.snapfiles.com/get/nerodrivespeed.html
It’s worked for all the drives that Ive tried it with so far.

As far as I know, a blank DVD spins up to the same RPM that its max write speed uses. I don’t think you can change this.
I find it useful in that, if the drive immediately spins down after spinning up, the disc shouldn’t be written at the max speed.
The only solution I can offer is to avoid inserting a disc until required.
