The article implies that the LG GGW-H20L failed to burn Verbatim 2.4x DVD+R dual layer at 4x speed, while other drives (in that article mostly DVD burners) can overspeed the 2.4x DVD+R dual layer faster. From the graph it shows that the LG GGW-H20L burns "their" 2.4x DVD+R DL fine, just won't overspeed to 4x as expected by the author.
The truth is, the LG GGW-H20L burns Verbatim 2.4x DVD+R DL at 2.4x, and Verbatim 8x DVD+R DL at 4x. It is set in the firmware like that.

Regarding your original problem, "Program Memory Area" (PMA) Update Failer might be due to bad media, recording software or firmware problems; but mostly poor media problem.
