No, PHP sure isnt' the only way to search a database. It depends on the languages your webserver provides.
Nowadays it is quite common to support MySQL and PHP, as these are the most used tools for these tasks.
Dreamweaver is a program to design a website. Although you can use it to put code in an HTML file, I don't think it supports anything like PHP or any other scripting language. I'm not really sure of that, as I never use tools like Dreamweaver (I rather use notepad or Joe).
It isn't really hard to code such a search-function with PHP. Although I'm not really experienced with PHP, I can think I can help you out, if you can provide me with some more information on your database and such...
