Should a 700mb file take a hour and a half to transcode(not including burn time)? My specs are amd athlon 64x2 dual core processor 3800+2.00Ghz 2gb of ram and my os is windows vista.
As best I can tell, with Nero it’s normal.
is there anything which will do it faster than Nero then?

What kind of files are you trying to encode? I use nero vision and sometimes dvdflick to convert dvix and avi files and they both take 45 min. to 1 hour to convert and burn a full movie, depending on the size. If they are mpeg then smartencoding should only take 10 to 15 min. in nero
If it’s an AVI try FAVC. It uses either Quenc and HCenc for encoding. ‘Q’ for ‘Quick’ and ‘HC’ for ‘High Class’…Quenc can do 8 TV episodes in about an hour on my ‘primitive’ 1.8 GHz Athlon 64 laptop.
