CD/DVD-speed seems to think so because the quality score is 97. PIE is way too high, but PIF is within limits. A funny thing is that my 3520 driver seems to report better scans at 5x scanning speed than at 12x.
For a more accurate view of PIF, you can set the ECC interval to 1 (see the FAQ in the 1.UD firmware thread how to do this).

Yes, I think that is a bad burn. Did you burn it at 12x? I use those discs (RICOHJPNR02) too and I get good results (QS of 95) when burning them at 8x.
Oh, BTW, I meant to say that my drive reports better scans at 12x than at 5x (not the other way around)
