The Verbatim SKU number of a product will not tell you anything about the place of manufacture. It is simply a number assigned to a specific product and packaging.
If you have a particular Verbatim product in front of you, the packaging (meaning: shrinkwrap, or cardboard box, or jewel case inlay) will tell you whether the disc is made in Singapore, Taiwan, UAE, China or India. No need to look at hub codes or stamper codes, although the hub code format is individual to any production site/factory as well.
You may try ordering from European shops (such as Nierle, Damrotech, Tomdax, SVP.co.uk) as probably that's geographically closest to Israel. As I am based in Germany I do not know however how much the shipping to Israel will cost. Just write an e-mail or call the shops.
