you have to define 'best' before you can get any kind of sensible answer to your question.
There is IMHO, no such thing as 'the best cdrw drive in every single way'.
For my personal purposes (your mileage may vary), I have concluded:
LG 4480B (best current dvd/cdrw combo, among the best for game copying)
LiteOn 48246S or later (among the best for C1/C2 checking and general game backup)
Yamaha CRW3200 or F1 (best for audio disc burning using Audio Master)
Sony DDU1621 - BTC OEM drive - NOT LiteOn (the best general purpose cd/dvd-rom for audio ripping with least amount of noise and decent reading performance)
Plextor Premium drive (probably among the best for checking c1/c2 beta/jitter and for circumventing CDS 200 and other audio copy protections)
So, you have to decide what is important for yourself and make your decisions based on that. There is no single best for everything, imho.
