Isn't this a "software" problem not a hardware problem?
I have noticed one very common thread with people who have problems with Internet explorer.
That they invariably have one or more OTHER browsers installed as well.
Does it even remotely make sense that the "other browsers" may have code that CAUSES them to conflict with proper IE function?
I am personally convinced this is the case.
Not sure about "chrome" but I can demonstrate "Weirdness" with IE after Firefox is installed.
I personally consider Firefox to be Malware
