I'm doing a build again, it's been a few years since the last one. I have the following so far and I'm looking for a PCI Express video card recommendation. I'm not a gamer, just surfing and backing up DVDs and am stepping up from my AMD XP 1500+ box with 128MB AGP card.

If you're not a gamer why not go for integrated video, its works perfect for desktop use and get a faster CPU instead?Socket 939 is pretty much dead by now

How about this?http://www.newegg.com/Product/Product.asp?Item=N82E16814127270Good, cheap, has at least SM 3.0 for sure (since I have same model and it's an EVGA 6200LE) and if you should decide to move over to Vista you will be compatible with Aero Glass (at least with Home Premium) otherwise it's a good cheap card. It's not designed for gamers :), and has all the fancy nVidia stuff for watching movies.
