Anyhow, I don't know if your mpeg-files are mpeg1 or mpeg2, since you didn't mention that. mpeg2 is already DVD-standard, so should be ready for transfer to DVD with a DVD authoring tool. I believe DVD-maestro is an option, or Nero is probably too.
If it's mpeg1, you'll need to re-encode the files to mpeg2. The built in mpeg-exporter from Adobe Premiere 6.5 is pretty good, but that app is quite expensive.
