Basically the USCG layers are mad because some of those defendants were given fair access to the court which they would not otherwise have had. They depend on defendants being too poor to get legal representation and actually defend themselves.

No, it's American Politicians, most of whom are Lawyers. They do the same thing over and over because they are incapable of original thought.
