Animated GIFs are nothing more than a number of GIFs combined, so you’ll need a program that can see the animated GIF in single frames. I use PaintShopPro7 for this. It’s actually quit simple to resize. There are free programs that does it too, I just don’t have the need to look for them since PSP7 works so well.
I thought you meant size as in amount of bytes not width and length.
I normally use MSPaint so that why I kept quiet anyway.
