Sorry but it’s not working. I copied the Lame files to Apollo 13 is where I am saving my wav files. This is the message I get. Oh I am doing this with Win XP Pro SP3

LAME is only distributed by the LAME Project as source code so
there is no definitive binary version of LAME. Assuming you are
using a command line version built from the LAME source code
with little or no modifications, you can find detailed instructions here:
For example: to resample a 22.050 kHz WAV file called test.wav to 48kHz
and encode it to MP3 with a bit rate of 224kbps using the high quality
(-h) option, I would use this command:
lame -h -b 224 --resample 48 test.wav test.mp3
I use lame 3.98 on a Linux PC. If you haven’t made the change
to Linux yet, there are pre-compiled binaries of lame for other
operating systems from several sources on the web.
