Hi rArcangel84 and welcome to the forum.
Unfortunately i doubt you can make a correct cd-rom with the ISO file. It does not contain anything about the special sectors and tracks. When clonecd makes an image , for example , it also adds an extra file with the special marked sectors and tracks to imitate an almost 100% correct image.
WinIso does not do this , so i'm very doubtul you can ever get a working cd-rom with that image. I'm sorry
