At first, see if you can format the disc. This is done in Windows integrated format utility.
Also, you may consider "known-good" media. That is Panasonic branded non-Cardridge discs, 2-3x speed. Also available under Verbatim brand.
Not needed. All flavours of Windows that are still supported by MS can write onto DVD-RAM without additional software. Admitted, XP supports FAT32 only but this doesn't matter at this stage of troubleshooting.
