"Frosted" w/mirror reverse: how produced?

I get lots of DVDs today that are titled but have NO ink pigment on them. The surface has a frosted appearance, and any text or graphics appear as a mirror finish reverse.

How are the “printing” surface of these DVDs produced?

Is their any printing involved at all, or are they just created with a reverse screen of some kind?

If there is printing involved, what printers do this and what blank media would be used (silver-lacquer, etc.)
