Actually, France itself is not a huge market, so Apple can allow to stop the iTunes service overthere. However, this (good) trend can expand to the rest of Europe and then the question is does Apple want to give up iTunes in entire Europe. I think it's a mistake from Apple's side. The big revenue stream comes from iTunes. You buy iPod only once (not mention that Apple loses money for every iPod Nano), but downloading music from iTunes...it never ends.
